Our Mission
The mission of the Regulatory Advisory Council is to continually be aware and informed on regulatory changes and best practices that could impact our clients, partners and members. Given the important interaction that professional administration, workers’ compensation, and Medicare Secondary Payer industries have with healthcare, data security, banking, insurance and other regulatory sectors, Ametros believes that there should be considerable oversight and resources for our company as well as the broader industry.
The Council will monitor and analyze proposed changes and advancements to the Medicare Secondary Payer statute, as well as worker’s compensation and healthcare regulations. It will also examine consumer protection, data security, privacy compliance, patient advocacy, and broader personal injury issues and regulations.
Paul Sighinolfi
Founder of the reg Council and with an in-depth knowledge base of workers’ compensation law, Paul brings insight on industry trends, and helps to address all workers’ compensation inquiries on the committee.
Prior to Ametros, Paul was the Executive Director and Chairman of the Maine Workers’ Compensation Board. Previously, he was a partner at Rudman & Winchell, where he was a member of the firm’s litigation department and directed the workers’ compensation practice group. In his practice he represented both plaintiffs and defendants, and coauthored Maine Employment Guide: Workers’ Compensation.
Paul was a member and Chair of the Board of Bar Overseers, an appointment by the Maine Supreme Judicial Court. Paul was also appointed to the Lawyers’ Fund for Client Protection, where he was the Fund Chair.
Tom Barker
With experience working as the General Counsel of the U.S. Department of Health and Human Services (HHS) and Centers for Medicare & Medicaid Services (CMS), Tom brings expertise on Medicaid policy and legal issues and will help the committee address specific MSA and CMS regulation inquiries.
Mr. Barker advises clients on health care matters. His clients include providers, payers, and innovator pharmaceutical, biotechnology and medical device manufacturers. He has special expertise on Medicare and Medicaid regulatory, reimbursement and coverage matters.
In May of 2019, Mr. Barker was appointed to a three-year term as a Commissioner of the Medicaid and CHIP Payment and Access Commission (MACPAC). MACPAC advises Congress and the states on payment and coverage policies in the Medicaid and Children’s Health Insurance Program. He established and is a contributor to the firm’s Medicaid blog, available at: http://www.medicaidandthelaw.com/.
He also provides pro-bono legal services on immigration matters, and has developed a specialization in representing individuals who have defected from North Korea.
Mr. Barker is a former adjunct professor of health care law at the George Washington University School of Public Health and Health Services in Washington, D.C. and at the Suffolk University School of Law in Boston.
Colin Zick
Colin has a vast knowledge base in healthcare and compliance issues including life sciences, pharmaceutical and medical device companies, hospitals and providers to name a few and will address specific inquiries relating to patient information and HIPAA regulations on the committee.
Colin Zick’s practice is focused on health care and compliance issues, and often involves the intersection of those two subjects in investigations, administrative proceedings or litigation. His work has had a particular emphasis on compliance issues related to life sciences, pharmaceutical and medical device companies, laboratories, hospitals, providers, and provider organizations. This compliance work includes helping clients establish and maintain effective compliance programs, Colin also defends clients in disputes alleging kickbacks, overpayments, and billing and coding problems, and represents clients before state health care licensing and regulatory entities.
Colin’s practice also includes work on health care transactional matters. These projects include mergers, the establishment of joint ventures, the creation of new entities, drafting and negotiation of service and employment contracts, creation of patient assistance programs, and negotiating clinical trial agreements.
He also frequently counsels technology and consumer-facing clients on issues involving information privacy and security (including HIPAA and other federal and state data privacy laws, EU/GDPR privacy and security issues, and data breach response). Colin co-founded the firm’s Data Security and Privacy Group and regularly contributes to its “Security, Privacy and the Law” blog. He also has successfully litigated commercial disputes. Covenants not to compete. Antitrust and unfair competition claims, and copyright infringement claims.
Mala Rafik
Mala has a strong background in patient advocacy, and represents clients denied access to health care as well as individuals seeking short- and long-term disability and care benefits. Mala will assist the committee in making business decisions in the best interest of patients and our members.
Mala is the managing partner at Rosenfeld & Rafik, P.C., a law firm in New England representing clients denied access to health care as well as individuals seeking short- and long-term disability, life and long-term care benefits from private insurance carriers. Mala’s clients are typically individuals with debilitating chronic illnesses and disabilities for whom she has achieved several pivotal litigation victories in state and federal court. She has also has represented several nonprofit organizations whose mission is to foster or provide excellent health care for people in Massachusetts.
Mala is a member of many organizations around New England including: co-chair of the Federal Bar Association’s Massachusetts Chapter of the Employment Law, Social Security & Disability Law Committee, a Vice-Chair of the Health and Disability Law Committee, and a Vice Chair of the Life Insurance General Committee within the Tort Trial & Insurance Practice Section of the American Bar Association, among others.
Mala has been both a Massachusetts Rising Star and Super Lawyer in Boston Magazine since 2007, and was named a 2006 Up & Coming Lawyer, a 2012 Top Women of Law honoree and a 2015 Circle of Excellence honoree by Massachusetts Lawyers Weekly. From 2013 to 2018, Mala has been named one of the top 50 women lawyers in Massachusetts by Super Lawyers. From 2014 to 2018, Mala was named one of the top 50 women lawyers in New England and one of the top 100 lawyers in Massachusetts by Super Lawyers.
Mala taught Disability Law at New England Law and is a graduate of Colby College and Northeastern University School of Law.
